Hi,

I did my MS from Australia in 2007 and lived outside Austrlia since then.

Now i would like to apply for PR, would I need to take the IELTS again prior to applying?

First tell us that you want to study further in Australia only then you have to give the IELTS test. Otherwise just apply for the PR.
